First you need a free Clickbank account and join CB Pro Ads using the free option.
Then go to wordpress.com and get your free account started.
One thing to keep in mind with free sites, you are UNABLE to upload the plugins and custom themes.
No problem, all you have to do is add a custom html block to your homepage
You then use the custom HTML block to copy and paste the provided CB Pro Ads code(s)
in the box and click preview to verify.
